Goal 4 of the TPB is to ensure inclusive and equitable quality education and increase lifelong learning opportunities for all by 2030. In order to achieve the goal of a healthy and prosperous life by 2030, 10 targets have been set which are measured through 23 indicators. These targets consist of ensuring access to early childhood care, primary and secondary education, as well as vocational education including affordable and quality universities, eliminating gender disparities in education, building and improving child-friendly educational facilities, and increasing the number of qualified teachers. The efforts made to achieve these targets are outlined in the policies, programs and activities that will be carried out by the government and non-government organizations.

Policy Goal 4. To realize Goal 4 Quality Education is based on a strategy to improve the quality of education management and services in East Java that is inclusive and fair, with policy directions: (1) Increasing Accessibility and Quality of Education, (2) Increasing the quality of educators and educational supporting facilities, (3) Improving education services in East Java, (4) Strengthening and developing character education.

Programs and activities that will be implemented include: 1) programs related to improving the quality and access of primary and secondary education, 2) programs related to increasing access, quality, relevance and competitiveness of higher education, 3) programs related to increasing access and quality of children’s education early childhood and community education, 4) programs related to assessing the quality of educational units, 5) programs related to increasing the capacity of lecturers, teachers and education staff, 6) programs related to providing/providing educational assistance to the population, 7) programs related to development and guidance, and language protection, 8) programs related to improving the quality of institutions, governance and educational services.
